230 Issuance of temporary registration plates to persons, who are merchants (as per the Commercial Law)

Based on:
Ordinance Nr. I-45/2000 on Registration, Report, Taking off Road and Commissioning of Vehicles, Temporary Suspension, Termination and Restoration of Registration of Vehicles and Trailers, Pulled by them, and the Order of Providing Vehicle Registration Data – Art. 30, Para 1

Restrictions and conditions:
A person who is a merchant as per the Commercial Law, who imports and sells vehicles, can apply for a temporary registration number with a term of validity of 1 year. The temporary registration plates are used for driving the vehicle in the country for tests, taking it to governmental authorities, to a service, from one showroom to the other or to an official trade expo.
The temporary registration plate for vehicles and trailers consists of a six-digit combination, containing the numbers from 0 till 9, symmetrically separated in the middle by the letter "В". The temporary registration plate for L-category-vehicles consists of a five-digit combination of the numbers from 0 till 9, separated by the letter "В". The year of validity is marked on red background in the right corner.
The applicant should have an own showroom or should rent one.
The Traffic Police Unit within the Sofia Metropolitan Directorate of Interior/Regional Directorate of Interior issues a temporary movement permit for each set of temporary registration plates.
I. Submitting an application
The sample application is submitted at the Traffic Police Units within the Sofia Metropolitan Directorate of Interior/Regional Directorate of Interior.


The application is accompanied by the following:
1. List of registered showrooms (car dealerships)
2. List with the data of the persons, which will be responsible and will use the temporary registration plates
3. Declaration according to Private Data Protection Act and copies of work contract or civil contract for the persons, mentioned under the previous point
4. Declaration stating that the company is not in an insolvency procedure
5. Documents stating that the company is an importer (producer) of certain vehicle trade mark(s) for the Republic of Bulgaria
II. Check on the spot.
The Traffic Police Unit within the Sofia Metropolitan Directorate of Interior/Regional Directorate of Interior checks the premises, in which the temporary registration plates will be stored, to make sure that all documents have been presented and there is a metal case to store the plates. A protocol is issued for the results of the check.
If the showroom and the seat of the person under Para 1, are on the territory of different Regional Directorates of Interior, the application and the accompanying documents are sent to the respective Traffic Police Unit within the Regional Directorate of Interior, which is competent for the territory, where the showroom is situated, in order to check if all requirements are met. The protocol of the check is then returned to this Regional Directorate of Interior where the application has been submitted. In case of incompleteness in the documents or requirements to the temporary registration plates, the application and the accompanying documents are returned to the applicant with a motivated letter.
III. Sending of the documents to the National Police General Directorate
The Traffic Police Unit/Sector within the Sofia Metropolitan Directorate of Interior/Regional Directorate of Interior sends the set of documents to the National Police General Directorate with a proposal to allow the use and to determine the number of approved temporary registration plates.
IV. Notification of applicant and receipt of plates
The National Police General Directorate notifies the applicant in writing about the temporary registration plates.
The temporary registration plates are received by the applicant or his representative from the Traffic Police Unit/Sector within the Sofia Metropolitan Directorate of Interior/Regional Directorate of Interior as per seat of merchant, upon presenting an inventory record for the temporary registration plates, road books as per applied number of plates and document for paid state tax.

Payment:
The service fee is determined in Tariff Nr. 4 for the fees charged by the Ministry of Interior under the Stamp Duty Act.
Ways of payment:
At a desk of the administrative authority, by a bank card.
By a bank transfer.
