Functions

 1. Acts as Responsible Authority under the European Return Fund and the External Borders Fund within the EU General Programme Solidarity and Management of Migration Flows in order to:

     a) interact with structures of the European Commission and responsible authorities in other Member States;
     b) coordinate programming and submit multi-annual and annual programmes to the European Commission;
     c) interact with authorities and organizations involved in the implementation of annual programmes, including international organizations and NGOs;
     d) ensure consistency with funding under the European Return Fund and External Borders Fund and other national and EU financial instruments;
     e) perform ex-ante control as regards law conformity in public procurement procedures and calls for proposals financed entirely or partially under European funds;
     f) organize and conduct public procurement procedures and calls for proposals and award contracts;
     g) receive payments made by the European Commission and proceed payments to final beneficiaries;
     h) coordinate and conduct information campaigns and activities related to EU funds implementation;
     i) monitor, evaluate and control final beneficiaries’ activities;
     k)  ensure that final beneficiaries observe the accounting requirements;
     l) provide necessary information to Certifying  and Audit Authorities so that they can carry out their activities;
     m) draft and submit to the European Commission's interim and final reports on the implementation of the annual programs;
     n) keep documentation related to public procurement procedures and calls for proposals as well as for received and processed payments and provides access to it by competent authorities in 5 years period after the completion of each programme;

2. Coordinates activities related to programming and implementing MoI projects financed under  EU other non-budgetary funds;

3. Interacts with the competent bodies at the European Commission as well as the national institutions while programming, implementing, monitoring and evaluating of projects;

4. Detects and reports irregularities and frauds with EU funds ;

5. Coordinates the work and provides methodological guidance to structural units within the Ministry of Interior responsible for the implementation of projects.
