448 Initial issuance of driving license

Authority providing the administrative service:
Traffic Police Departments within Sofia Metropolitan Directorate & Regional Directorates of Interior
Deadline for issuing:
Standard service - up to 30 days, express service - up to 10 days
Control authority for the authority providing the service:
The director of the Regional Directorate of Interior where the competent Traffic Police Unit is situated.
Authority of appeal of the individual administrative act: The director of the Regional Directorate of Interior where the competent Traffic Police Unit is situated.
Restrictions and conditions:
Successfully passed driving test.
The usual place of residence should be in the Republic of Bulgaria.
The driver should not hold a driving license, issued by another EU Member State.
Minimum education level: first stage of secondary education.
The driver should be physically fit to drive a vehicle.
The driver should have finished a first aid course.
Minimum age of drivers:
1. 16 years - for vehicle category АМ;
2. 16 years - for vehicle category А1;
3. 18 years - for vehicle category А2;
4. 24 years - for vehicle category А, or:
а) 20 years - if the person has had a motorcycle category А2 driving license for at least two years;
b) 21 years - for three-wheel vehicles with capacity not exceeding 15 kW;
5. 17 years - for vehicle category В1;
6. 18 years – for vehicle category В;
Where there are due fines for Road Traffic Act violations, no driving license shall be issued before the total fine amount is paid.
I. Submitting an application:
The application is generated by the information system of the Ministry of Interior. The data is filled in automatically. The applicant checks the data and verifies it by a signature. It is not necessary to fill in the application in advance.
The application is accompanied by:
1. Valid identity card or passport
2. Health card of the physical fitness of the driver /driving license applicant issued by a general practitioner, the Regional Transport Medical Commissions or the Central Transport Medical Expert's Commission.
3. Copy of First Aid Certificate course for drivers.
4. Declaration stating that the usual place of residence of the applicant is not in another EU Member State and the applicant does not hold a valid driving license issued by another EU Member State. The declaration can be filled in advance by the applicant, but it has to be signed in the presence of a Traffic Police officer upon submission of the application! The signature of the holder of the driving license has to be certified by a notary.
5. A copy of an education document – at least first stage of secondary education. A certificate according to Art. 110, Para 2 of Ordinance Nr. 11 dated 1 September 2016 on Estimation of Education Results of Students, if the education has been completed in another country. Persons who have completed basic education or tenth grade before 26 September 2017 under the repealed Law on Public Education have to present a copy of document of completed basic education instead of the copy of document of minimum first stage of secondary education.
6. Document on paid state fee.
7. Power of Attorney, certified by a notary, if the application is submitted by an authorised representative. If the application is submitted by an authorised representative, the certificate has to be received in person by the person to whom it is issued.
The applicant has to present the original documents of the enclosed copies for verification.
I. Check of completeness of documents
The Traffic Police officer checks the completeness of the documents and instructs the applicant about missing documents or documents with mistakes.

II. Check of the substance of documents
Within the deadline for providing the service, an officer from the Traffic Police Unit checks the provided documents including the driving test protocols (received in the Traffic Police via official channels), the education certificate, etc.
The applicant receives the driving license in the Traffic Police Unit per their permanent residence and within the deadline as per the paid state fee.

The following fees are charged for issuance of driving licenses:
1. for persons up to the age of 58 years - 25 BGN;
2. for persons from 58 to 70 years - 11 BGN;
3. for permanently disabled persons, with disability of 50% and above - 3 BGN.
Persons of 70 years of age and older do not pay a fee for issuance of a driving license.
Double fee for express services is charged.
In case of initial issuance of a driving license, a fee of 2 BGN is charged for the control coupon, which is part of the driving license.
The service can be paid as follows:
At a desk of the administrative service unit by a bank card
By a bank transfer.
