1301 Issuance of transit registration number of vehicle

A transit registration number is issued for movement of unregistered vehicles on the territory of the country
Based on:
Ordinance Nr. I-45/2000 on Registration, Report, Taking off Road and Commissioning of Vehicles, Temporary Suspension, Termination and Restoration of Registration of Vehicles and Trailers, Pulled by Them, and the Order of Providing Vehicle Registration Data – Art. 27; Para 1
Competent authority:
Traffic Police units in the Sofia Metropolitan Directorate of Interior and Regional Directorates of MoI
Deadline for issuance: immediately
Validity of document/individual administrative act: up to 30 days
Control authority for the authority providing the service:
Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.
Authority of appeal of individual administrative act: Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.

Restrictions and conditions:
A transit registration is issued:
- in cases of movement of unregistered vehicles in the country
- in case of export of vehicles out of the country – after termination of the permanent or the temporary registration, or for unregistered vehicles which have been bought in the country - after the import or export has been settled by the Customs Office
- for movement of registered vehicles in the country, or from another country to Bulgaria, in case of lost or stolen permanent registration number plate, after the permanent registration number plate has been declared wanted
- for movement of vehicles with a foreign registration number out of the country, in case of lost or stolen permanent registration number plate on the territory of the Republic of Bulgaria, after it has been declared wanted.
After expiry of the transit registration term, the issued transit registration number plates can no longer be used.

After expiry of the transit registration term, the owner can apply for new transit registration number plates, but in this case the vehicle has to be taken for identification.

Requirements, procedures, instructions
I. Submitting an application
The application is generated by the information system of the Ministry of Interior. The data is filled in automatically. The applicant checks the data and verifies it with his signature. The applicant does not have to fill in the application in advance.
Documents accompanying the application:
1. Identity document - for individuals; unified identification code – for business entities, for those, who have no unified identification code – document on founding and BULSTAT code
2. Purchase documents with identification data of the vehicle (contract, invoice etc.; to be shown in original and in copy, the copy is retained by the Traffic Police)
3. Certificate of registration in another country (if applicable)
4. Customs document for import to the territory of the European Union, if the vehicle is imported from a country, which is not a member of the European Union, the European Economic Area or Switzerland (a copy has to be presented, which is kept by the Traffic Police)
5. Civil liability insurance
6. The vehicle – for identification (for export of vehicles out of the country – after termination of the permanent or temporary registration, or for unregistered vehicles, which have been bought in the country – after the export has been settled by the Customs Office
7. Document on paid state fee
8. Notarized power of attorney – if the application is submitted by an authorised representative
II. Check of completeness of documents
The Traffic Police officer checks the completeness of the documents and instructs the applicant about missing documents or documents with mistakes.
III. Identification of vehicle (carried out in specific cases)
In case of export of vehicles out of the country – after termination of the permanent or temporary registration, or for unregistered vehicles, which have been bought in the country – after the import and export has been settled by the Customs Office
IV. Receiving of permit for temporary movement of vehicle and registration number plates
The applicant receives the permit for temporary movement of vehicle and the transit registration number plates from the Traffic Police Unit where the application has been submitted.

The service fees are determined in Tariff No 4 of fees charged by the Ministry of Interior under the Law on State Fees.
