1204 Issuance of a duplicate of a driving license

A driving license duplicate is issued when the license has been lost, stolen, damaged or destroyed.

Competent authority:
Traffic Police units in the Sofia Metropolitan Directorate of Interior and Regional Directorates of MoI
Term of issuance:
Standard service – up to 30 days, express service – up to 10 days
Validity of document/individual administrative act: the same validity of the lost or stolen driving license
Control authority for the authority providing the service:
Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.
Authority of appeal of the individual administrative act: Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.
Restrictions and conditions:
A driving license duplicate is applied for as per the permanent address of the applicant.
A duplicate is issued when the original driving license has been:
- lost
- stolen
- damaged
- destroyed
No duplicate of a driving license is issued if there are due fines for violations of the Road Traffic Act.
If the application is supplied via the portal of electronic services of the Ministry of Interior the applicant has to have a qualified electronic signature with a personal identity number.

Requirements, procedures, instructions
I. Submitting an application
When the application is submitted at a desk, it is generated by the information system of the Ministry of Interior. The data is filled in automatically. The applicant checks the data and verifies it with his signature. It is not necessary to fill in the application in advance.
Documents accompanying the application:
1. Valid identity card or passport
2. Declaration stating that the main driving license has been lost, damaged, destroyed or stolen. The declaration can be filled in advance by the applicant, but it has to be signed in the presence of a Traffic Police officer on submitting! If the application is submitted by an authorised representative, the declaration has to be signed by the person who will be the holder of the driving license. The signature of the holder of the driving license has to be certified by a notary.
3. Document issued by police authority stating that the original driving license was declared stolen – if applicable.
4. Declaration stating that the usual place of residence of the applicant is not in another EU Member State, and that the applicant has no other valid driving license, issued by an EU Member State. The declaration can be filled in advance by the applicant, but it has to be signed in the presence of a Traffic Police officer on submitting! If the application is submitted by an authorised representative, the declaration has to be signed by the person who will be the holder of the driving license. The signature of the holder of the driving license has to be certified by a notary.
5. Control coupon – if not lost, stolen or damaged.
6. Document on paid state fee.
7. Notarized power of attorney – if the application is submitted by an authorised representative. If the service was applied for by an authorised representative, the holder of the duplicate has to receive the duplicate personally.
II. Check of completeness of documents
The Traffic Police officer checks the completeness of the documents and instructs the applicant about missing documents or documents with mistakes.
III. Check of the substance of the documents
The Traffic Police officer carries out a substantial check of the submitted documents within the deadline for provision of the service.

IV. Receiving of the ready duplicate of driving license
The applicant receives the duplicate of the driving license from the Traffic Police unit as per permanent address, and within the terms of the paid state fee. When the application has been submitted electronically, the duplicate is received from the Traffic Police unit as per permanent address.
The applicant is obliged to return the old driving license, if it is damaged, and the old control coupon, if it is available.
The duplicate of the driving license and the control coupon have to be received in person, even if the application has been submitted by an authorised representative!

Payment
The following fees are charged for issuance of driving licenses:
1. for persons up to the age of 58 years - 25 BGN;
2. for persons from 58 to 70 years - 11 BGN;
3. for permanently disabled persons, with disability of 50% and above - 3 BGN.
Persons of 70 years of age and older do not pay a fee for issuance of a driving license.
Double fee for express services is charged.
In case of initial issuance of a driving license, a fee of 2 BGN is charged for the control coupon, which is part of the driving license.
