Competent authority:
Traffic Police units in the Sofia Metropolitan Directorate of Interior and Regional Directorates of MoI
Deadline for issuance: immediately
Validity of document/individual administrative act: indefinite; temporary over 3 months under specific conditions
Control authority for the activity of the authority providing the service:
Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.
Authority of appeal of individual administrative act: Director of the Regional Directorate of MoI where the competent Traffic Police Unit is situated.

Restrictions and conditions:
Within one month after acquisition, the vehicles have to be taken for registration at the Traffic Police Units in the Sofia Metropolitan Directorate of Interior or the Regional Directorates of MoI as per permanent address of the owner – for individuals, or as per address of registration – for business entities. This period does not apply to unregistered vehicles in the country acquired by business entities with the aim of sales.
This order of registration does not apply to:
- new vehicles, which do not have a document of approved type
- wheel tractors for use in agriculture or forestry, agricultural technical devices under the Act on Registration and Control of Agricultural and Forestry Machinery. In this case the Ministry of Agriculture, Food and Forestry is responsible.
- vehicles, which have been imported in breach of legally established procedure
- vehicles with construction changes which do not meet the requirements
- wanted vehicles until their ownership has been determined
- trolley buses
- vehicles participating in races on a closed route
- slow-speed vehicles for pulling of caravans and wagons used for leisure activities
- caravans and wagons, used for leisure activities, pulled by low-speed vehicles.
The registration of the vehicle is for an indefinite term, except in cases when the vehicle is imported to the country for a specific term determined by the Customs Agency. In these cases a temporary import takes place and the vehicles are registered for the term of temporary import, but for no less than three months.
Requirements, procedures, instructions
I. Submitting an application.
The application is generated by the information system of the Ministry of Interior. The data is filled in automatically. The applicant checks the data and verifies it with his signature. The applicant does not have to fill in the application in advance.
Documents accompanying the application:
А. Registration of a new vehicle:
1. An identity document
2. An original of a valid EU certificate of compliance issued by manufacturer (the original is retained by the Traffic Police)
3. Purchase documents with identification data of the vehicle (contract, invoice etc.; to be presented in original and in copy, the copy is retained by the Traffic Police)
4. Civil liability insurance document, with bilateral traffic accident protocol
5. Customs document for import to the territory of the European Union if the vehicle is imported from a country which is not a member of the European Union (a copy has to be shown, which is kept by the Traffic Police)
6. Registration number plates if they have been used for transport of the vehicle to the registration office
7. Document on paid product fee for products the use of which leads to wide-spread waste (“Ecotax”)
8. Document on paid state fee
9. Notarized Power of Attorney – when the registration is submitted by a n authorised representative
Note:
If there is no certificate of compliance, a certificate for individual approval issued by the Executive Director of the Vehicle Administration Executive Agency, can be submitted. In this case the vehicle has to be taken for identification.
B. Registration of a vehicle which has already been registered (second-hand vehicle) in an EU Member State, the European Economic Area or Switzerland:
1. Identity document
2. Vehicle – for identification
3. Purchase documents with identification data of the vehicle (contract, invoice etc.; to be presented in original and in copy, the copy is retained by the Traffic Police)
4. Certificate of previous registration - part I and part II (if part II has been issued). They are retained upon registration.
5. Document of technical inspection, if available. If the document is not available or has expired, the technical inspection and the fitting of the vehicle is carried out in the Traffic Police registration office.
6. Civil liability insurance document
7. Customs document of import on the territory of the European Union when the vehicle is imported from Iceland, Liechtenstein, Norway or Switzerland (a copy is submitted, which is retained by the Traffic Police)
8. Registration number plates, if the plates have been used to transport the vehicle to the registration office
9. Document on paid product fee for products the use of which leads to wide-spread waste (“Ecotax”)
10. Declaration on acquisition of property (as per sample)
11. Document on paid state fee
12. Notarized Power of Attorney – when the registration is submitted by an authorised representative
C. Registration of a vehicle in Bulgaria which has already been registered (second hand vehicle) in all other countries (outside the European Union, the European Economic Area and Switzerland):
1. Identity document
2. Vehicle – for identification, technical inspection and fitting
3. Purchase documents with identification data of the vehicle (contract, invoice etc.; to be presented in original and in copy, the copy is retained by the Traffic Police)
4. Certificate of previous registration - part I and part II (if part II has been issued). They are retained upon registration.
5. Document of valid approval of the vehicle type with regard to the production date of the vehicle. If there is no such document, a certificate of individual approval issued by the Vehicle Administration Executive Agency, can be submitted. (To be submitted in original, which is retained by the Traffic Police)
6. Civil liability insurance document
7. Customs document on import to the territory of the European Union (a copy shall be submitted, which is retained by the Traffic Police)
8. Registration number plates, if the plates have been used to transport the vehicle to the registration office
9. Document on paid product fee for products, the use of which leads to wide-spread waste (“Ecotax”

II. Check of completeness of documents
The Traffic Police officer checks the completeness of the documents and instructs the applicant about missing documents or documents with mistakes.

III. Identification of vehicle (carried out in specific cases)
Carried out in the following cases:
1. New vehicles, which do not have a certificate of compliance and for which a certificate of individual approval was submitted issued by the Executive Director of the Road Transport Administration Executive Agency.
2. Second hand vehicles
Identification can also be carried out (for a minimum of five vehicles) outside the Traffic Police premises for:
1. New vehicles
2. Second hand vehicles, imported from the EU, the European Economic Area and Switzerland, with a valid technical inspection document.
A separate application has to be submitted for carrying out an identification outside the Traffic Police premises.

IV. Technical inspection and mounting (carried out in specific cases)
This is carried out for all second hand vehicles, except for vehicles which have been imported from the EU, the European Economic Area and Switzerland, and have a valid technical inspection document.
If the vehicle does not pass successfully the technical inspection, it is registered and taken off the road until all technical failures have been removed.

V. Issuance of technical inspection mark
This mark is issued for all registered vehicles.
The mark indicates the month and the year of the first periodical technical inspection of the vehicle.
VI. Receiving of the vehicle registration certificate
The applicant receives the certificate from the Traffic Police unit where the application has been submitted.

VII. Mounting of registration plates
After issuance the registration certificate and the registration plates, the registration plates are mounted on the vehicle by a Traffic Police officer.
A separate application has to be submitted for mounting of registration plates outside the Traffic Police premises (for a minimum of five vehicles).

Templates
The service fee for registration is determined in art. 25 of Tariff No 4 of Fees charged by the Ministry of Interior under the Law on State Fees.
Besides, the applicant can apply for registration number as follows:
1. with a combination of digits: "аа-вв"; "ав-ва"; "ав-ав", where "а" и "в" are different digits from "0" till "9", and for registration number plates with a combination of four digits as per wish - 300 BGN
2. with four equal digits in the sequence number - 1500 BGN
3. with a combination of six letters and/or digits as per wish - 7000 BGN. A separate application has to be submitted in advance for a registered number with a combination of six letters and/or digits!
